If the motor height is adjusted right (too high in and it'll "jam") and it still won't turn...then I'd try a different motor (borrow a known good one from a buddy).

If that doesn't work...I'd redo the wiring. Doesn't take a whole lot of resistance loss before you starve the motor of juice. Definitely make sure the connectors are soldered...not just crimped into place. Careful of shorts...make sure it's all shrink wrapped. Good clean wiring goes a long, long way.

I've come across both issues more than once and they're both simple fixes...after you pull your hair out in frustration.
