"Order has been electronically submitted" can show up when you use Canada Post's site to make (and pay for) a shipping label online.
Normal process is you go to their web site, fill out the size and weight etc. of the package, print out the label, stick it on your parcel, then drop it off at the post office.
Canada Post's info sometimes lags but it does mean that the shipper submitted and paid for a shipping label online. Doesn't say anything about when it was (or is scheduled to be) dropped off though (that should be a separate entry of "item accepted at [...]")
