No, most of them are actually more powerful than what they're actually stated.

There was a report released by the ATF that someone could easily take these lasers and retrofit them with dilithium crystals. They then become powerfull enough to bring down a galaxy class starship...

Love it! Right in line with my comment about the ATF finding out some people have spent M72 LAW casings and claiming that they could be modded to fire nuclear missiles into other countries across the oceans. Damn ATF exactly, fucking corrupt retards. Remind me of the CBC actually.
