Meaning, if I wanted to make a 2 amp battery, I would need 6 cells? This does not make sense to me because a 6-cell pack will only be 7.2 volts. What size cell should I use to make a battery pack of 9.6 volts?

In my mind, I would need to use 8, 1.2v cells of the correct mah rating.

1/3A, 2/3A etc is the Size of each cell. it has nothing to do with voltage or capasity.

actually size does generally reflect capacity. if you want to know for sure, check out the mah rating printed on each cell. for nicads, sub-c ratings range from 1700-2400mah, A range from 1300-1900 mah, 2/3A range from 700 to 1100mah, etc.
