There are holes in those parachutes...Is that due to budget cuts?!

In all seriousness though, what purpose do they serve?

Holes in the parachute are used to release trapped air allowing for a smooth controlled decent. Without them, the chute would function very violently, and have far too much drag, likely resulting in a collapse.

those styles of chutes, are way nicer to jump that's for sure.
yeah those sniper pics are of the vandoos snipers.
i recall originally seeing those when they were first realeased.
