I guess it wouldn't be to hard to mod the externals.

It's the US that will not export higher than Gen 2, and Canada does not allow the import of higher than Gen 2 plus (for Joe Public). As well, Canada restricts any NVD that can be weapon mounted (again, for Joe Public).

Something like this I would consider fun and affordable for the average airsofter, and it'll only be time before someone tinkers around with one enough to figure out how to properly mod it to function better.

You mean for import right? You can buy state of the art NV riflescope (GEN 4) from Newcon Optik right here in Toronto, no restrictions.
