Does KW surplus or ABC surplus sell Vests with molle webbing??

KW does not.

Not sure about ABC since I couldn't find the place the day I went looking for it.

yep, a few cheap vests, pants, shirts, jackets, some surplus stuff, hats, a few holsters and belts, rain coats, chemical suits, gas mask and some helmets, some old 82 CND webbing and boots

Well my current load out im planning on is a full back jacket and pants and boots (atleast the jacket i want black, if I can't find black pants or boots I'll just buy ones that match the colour of the vest) than an affordable molle webbing vest ( atleast under $100) in a camo colour (ACU, cap pat, tan, od , pink etc.)

Well, First off, For anything other then exclusively CQB i would not recommend Black. You will stick out like a sore thumb anywhere in nature. Finding a decent Molle vest for under $100 might be tough.

I personally have had good luck with the brands Pantac and Cordor for starting gear. Both are reasonably priced, and both seem to be fairly well made.

However, for a decent Molle rig+pouches expect to pay a fair bit more then $100

ABC does not sell very good vests they are parklands in cadpat. parklands is very very cheap stuff and has no quality at all. All ABC has is BDU'S and mostly CF issued stuff. But when I was there nothing really caught my eye but that's just me..
