I find the most common cause is that your valve is improperly seated inside. Unscrew the shell until you hear a click and the "primer" moves to be flush with the bottom of the shell. (then tighten it again)

If this is not the case, inspect your rubber components and maybe recondition them with a bit of plumber's grease (silicone gel).

Normally, there will be 8 bearings (metal balls) that hold the valve into the body. You can't remove that little metal peice from the hole when it is assembled, unless you unscre the colored section and remove it to let the bearings fall out.

I suspect that you don't have the bearings in place if you tried to fill the grenade with the valve removed that way.

At that point, you can take it appart. The hard thing is not to get the bearings lost, but since the valve is already removed, you are past that point.

If you know that brand the shell is, order a repair kit for it. If not, you can try with a KingArms or Madbull repair kit. The included bearings might be the right size. Use a bunch of thick silicon grease to hold the bearings in place when re-assembling, it helps a lot.
