Just to add my two cents from my own experience:
The part on all weapons which is considered restricted, is the housing of the trigger group. In an Armalite, it's the lower, the AK, the lower, the MP5, the lower. In 1911 it's the lower frame, in Glocks it's the lower frame, in 2011's (HiCapas) it's the middle frame.
But in some rifles, like the AUG and P90, it's the upper.
I don't know shit about the SCAR, but just because it has a serial on the upper, doesn't mean it houses the trigger group there: in fact I doubt it does as it's a non-bullpup weapon.
Ultimately, it's the judgment of the CBSA agent who inspects the package if it's good to go, which is why some few select people have ordered all black guns online from the USA and have had them arrive intact.
Others have had clear lowered guns confiscated (and all clear springer pistols). There is no set pattern. The CBSA is like their own country, if an agent deems it illegal for border crossing: it will not make it.
