That only works if one has an AEG that is easy to replace the inner barrel in. I have two TM MP5s, one literally has to disassemble the entire gun to be able to get the inner barrel swapped out. A sliding sealed sleeve would work great for decreasing fps, but the issue still exists of idiots increasing the velocity after chronying.
