If it follows the same logic than the gas and/or CO2 grenades, filling a Propane mag with CO2 will probably work at least for a short while, but the striker / hammer mechanism of the gun will most likely not be strong enough to depress the valve on the magazine.

We've tested the POM grenades with CO2 ; they filled and held the CO2 (no leaks), but the valve was so hard to depress that it was impossible to release it with the launcher's trigger, we had to take the grenade out of the launcher and depress the valve by hand using both thumbs.
