Just make the barrels without forcing cones and the chambers stop exactly at the end of the shell. Then bore the barrels to something less than 12Ga because those BBs aren't packed in there like real shot. Out of curiosity, how long are those shells?
Then mark it very clearly as "for use with MADBULL airsoft shells only"
This should take care of the liability, unfortunately if it will chamber a 12ga round then it will discharge and wreck the gun.
It's much the same as 12ga flare guns, they are not firearms (or they'd be restricted and no use in Canada) but they can chamber shells.
