Just to add AV reps can and will refuse verification even the member in question is 18+. It's happened before. Even revoking of AV status, it's happened before and it doesn't mean it's not going to happen again.

The 18+ is just to get your foot in the door after that it's up to the AV rep, most of the time they will verify however they may refuse for various reasons such as; someone trying to circumvent the AV rules, a gut feeling that the person shouldn't be AV'ed, rude/bad/threatening behaviour/attitude, and other reasons.

Remember this and clean up your act.
