Yeah...it looked like it wasn't put together right.
I was recently looking at the same thing. I've got a Blackhawk RRV and wanted some back protection for indoor CQB. A nice light/trim setup. I was told by my gear slut teammate to get the back panel of the MBSS (basically the Pantac piece in the link) and it'd hook right in.
I might still do that but then I got to thinking of these two options (which I have all the gear for already).
1. Just use my small hydration carrier/knapsack. It'd cover 80% of my back, be removable and then I don't need to alter my RRV outdoors setup (although there a lot of pouches on it)
2. Dig out my Pantac Weesatch (wasatch?) and just strip off all the pouches. The internal pouches are more than sufficient for indoor CQB, it comes with a back panel and I put foam plates in to simulate armour, and I put a couple of grenade pouches on the front.
I ended up (at least for now) setting up an outdoor rig (RRV/knapsack) and an indoor rig (stripped down weesatch). I really hate fiddling with my rigs endlessly reconfiguring the pouches for indoor CQB vs. field games.
