So you feel the someone that has shown themselves to be unsafe to ref a game? Maybe shadowing an experience ref/host for a period of time, seeing the expected code of conduct from ALL players, being able to enforce rules under the direction of others with more experience, then maybe. But have him be the main enforcement power I feel is a very unwise decision.
