You do not have to be AV'd to buy springs or hop up rubbers or batteries as being AV'd is for certain transactions on ASC and these items are easily found online elsewhere.
It doesn't hurt to be AV'd but for what your asking for it's not a requirement.

A Modify S110 irregular spring should bring the T56 up to just under 400 fps.
A Guarder Clear Hop Up Rubber works well with AEGS shooting at or under 400 fps.
