Charge it outdoors in a fireproof area (away from house, not inside the garage, well ventilated). Charge it "slowly" (less than 1C....so maybe 1A for your pack)....monitor the voltages of the cells periodically (there's no harm in letting it charge up for 10 min, stopping to check the voltages of the cells and then start the charging again).

If the balancing is working the voltage of the lower of the two cells should rise to equal the higher cell...then both should charge up in synch to 4.2 each.

Puffing/swelling, heat, etc...stop and dispose of the pack.

If that's not happening...dispose of the pack and try a different battery.

Try a buddy's LiPo balancing charger as well...to eliminate that it's not your charger.
