- Run just the lower gearbox and use something to apply resistance to the movement of the gears; like a finger or a screw driver.

It's possible the gear that connects to the spur gear which is pressed into the bevel gear is broken. They have a bad habbit of becoming free and will spin when resistance is present. It looks fine and will run the gears without problem with no resistance...

Replace the bevel gear and you're good to go.
