If a 9.6 still won't pull it and locks it up then it can be motor but don't discount a poorly built gearbox or something broke inside it.
Have you adjusted motor height?
Also, a motor out of the cage can still turn when powered since there is nothing putting resistance on it. See if you can borrow a known good motor to diagnose it.
