Scopes can go in carry on as well. You might have them stop to look at it but as per the SOP its not a non-permitted item, so they will let it through. Although this is Canada specific, I don't know if its the same for Chinese airport security.
As for whether customs will care that you're bringing it through, just remember to declare it and you'll be fine.
