I don't think it has anything to do with the AV process, just the "trying to run a legit business under restrictive laws" thing.
Correct me if I'm wrong, but I remember years ago (7-10) 007 had a LOT of guns for sale, and then I think the whole lot of them were seized (probably when the "Replica Firearm" definitions were being sorted out when C-68 was put into law). I thought for sure the business would go under, but kudos to them for sticking it through.
