I managed to get it to seat with a couple extra racks.

It looks like the problem might be the buffer retaining pin is too high. I noticed it's base (a threaded screw) is sticking too high up, such that the buffer is being stopped by the base, and not by the pin. How do I push the base back in, seeing as there is no where for a screwdriver?
