M16 hicap mag winding problem

I apologize in advance for my lack of knowledge of technical terms - I will explain the best I can.

When the magazine is wound, the wheel that feeds the bb's won't turn directly with the gear to wind it. After the coil has been turned enough so that the pressure on the feeding wheel is great, the feeding wheel will suddenly "break loose" and spin extremely quickly. Therefore, the bb's are fed up in a series of jerks.
After taking apart the mag and examining it, I couldn't find anything that would be blocking the feeding wheel or causing it to experience friction. I did notice that the coil of metal seems to have lost much of its resistance (which is totally expected given the way I've been winding my mag for the past few months).
I was wondering if a possible fix would be to cut off a few inches from the metal coil that turns the feeding wheel (given that it seems to be weakened, and the coiled part would not be)? Or maybe somebody has another idea?
