In a "factory" mechbox...tolerances should be kept in close enough check that AOE should not vary so much that "fine-tuning" AOE with shims should be necessary.
If it is, then there's base design issues with the piston body/piston head/cylinder head dimensions...and that should be addressed.
Removing the 2nd tooth doesn't actually affect AOE directly...it simply serves to hedge bets for various ROF timings.
Why isn't the factory checking these things on OEM boxes? Because someone's either dropped the ball or passed the buck already.
