The lever throw works on a cam that either pulls or pushes the actuating rod(up and down in this case). The silver block is the piece that it moves in the end and puts pressure on things...it is carried up or down (the spring is pushing it down). The nut will move that silver block up or down on the actuating rod...essentially setting it's gross position.
If you can't turn that nut anymore (screwing it in, clockwise, to raise the gross position of the block higher)...then you've hit the end of the threads on the actuating rod. I'd see two options then...1) put some washers/spacers in between the nut and the block...or 2) thread more of the rod.
I'd do the first option...back the nut right off, put in some split washers, screw the nut back on and adjust to tightness.

Hmm, so the lever is supposed to be making things move up and down, but it isn't?
