It's now about fighting insurgents, rebel forces, terrorists, trained, but poorly equipped third world armies. 99% of the missions are presence patrols or mounted raids. Most of these take place in urban areas. You don't need perfect camo that can make someone invisible from 3 ft away. All you need is a camo that can disrupt your outline enough to make you difficult enough to locate and shoot without detailed observation or optics. This is why multicam or even the ACU is a good choice for uniforms.
Think logistics! One set of uniform for desert and woodland means you can save on supply issues. That means more money, fuel, storage space, going towards the things that win wars - bullets, beans, water, and fuel!
