A barrel wont fix the hop up issue.
And no if you use the ring from the m4 barrel you wont be able to attach the front set of the 416 (it uses the grove on the delta ring to secure the rail system)
If you go to an m4 rail system you will need to change the upper as well because a 416 is a lil taller then an m4 and the rails wont line up.
Have you tryed a different hop up rubber or even just removing and reinstalling the one u have in there. Its almost definately a hop up issue. (of course the inner barrel issue you mentioned needs to be adressed too)edit the inner issue is snother thread lol.
Id say bring it by and ill try a barrel and rubber i have and even a hop up unit but yer just a lil far away lol.
