Well you could argue that stronger motors are going to be better than weaker ones

Consequently, motors using Neodymium magnets should be better than ferrous

So to answer OP (short answer that is) would be: high torque motors *should* perform better for active breaking; however, don't quote me on that as while it's theoretically true, I have no idea if it is practically
