The question is ambiguous.
The JPC will absolutely hold 42 mags, the question is how many do you NEED?
What KIND of mags? Metal mags are going to offset the weight more than Pmags
Are you using a hydration pack? 3L of water will offset any amount of mags you put in front.
And like any plate carrier or vest, if you don't adjust or balance it properly it will move around.
