Bingo.
Testing individual lasers and having them deemed safe is great between you and your buddies, but if Game Control see's a Chinese laser, it's banned, and I don't care how "sciency" you want to get with it, there is no method to test the laser on the field:
Like a chrono. If you can't trust your players to shoot under the guidelines, how can you expect people to buy lasers under the guidelines?
