the easiest way is to just reduce motor input voltage. the motor will run fine with a 7.2v battery. it won't draw an excessive amount of current at the lower voltage but yet will reduce motor speed by about 15% which translates into a 15% reduction in rof. of course the high torque gears will also help some, but they won't alter your rof by the same 15% or even anywhere close. your gear teeth would have to be very much larger and there would have to more of them in order to reduce speed significantly, especially on the bevel gear which has the fewest teeth to start with.
