Dude, it's not a vest, it's a PACK FRAME with no ballistic properties whatsoever.

I have this particular pack frame and it's essentially a semi-flexible hard plastic sheet with a rigid aluminum stay that runs down the center. It's removable so you can conform it to your back. It's not sharp and I don't see how it can pose a danger but you never know with customs.

You can probably minimize the hassle by declaring you've got this aluminum stay and state it's purpose. I suppose at worst they'll tell you to remove it and place it in your checked luggage.

Overall, a good piece of kit that increases the pack's carrying capacity.
