From what I can tell from the bottem picture, that is the middle piece of the three piece TM barrel for the M16 or M4. Those holes are where the screws go in to attach the other pieces of the barrel. Correct me if I am wrong but if you have a stock TM Armalite then look at the long middle barrel piece hidden by the hand grip and that is the piece that is under it.
Or did you already know that?
