The hammer is fine. It's mimicking the real steel action.
Many of the newer DA/DAO (Double action/Double action only)pistols are like that...it has to do with decreasing the amount of trigger travel when firing as well as decrease the amount of pressure required. It's meant to bring the accuracy of DA's closer to that of single action pistols.
The amount of "pre-cocking" depends on the make of the pistol..I've read that some will have as much as 80% "pre-cock" (for want of a better term) while most are much less.
My USP does the same but with about 20% pre-cock of the hammer.
As for the gun not cycling completely..did you fire it out in the cold? I generally use Propane in the winter and Green in the summer. Keep an eye on the temp during the in-between seasons.
