I believe the doctor is wrong, it's called quality service for a reason. Although it might not be his fault that the spring guide broke, it's not your fault either. I think you should have got it to be 55$ because really you have no reason to be paying extra.
I guess you could send this guy an e-mail, politely stating that you have no reason to be paying extra, but I guess that's life. Things happen.
