You'll need a 14mm neg dye which will run you about $80
Use a drill press and a countersink bit if you want to crown your barrel properly. I wouldn't use an exacto knife if I wanted any type of accuracy out of it. (Glad it worked for you.)
If you don't have to tools, get someone who knows what they are doing, otherwise just buy the correct length.
