Its basically a woodland copy of the Hong Kong SDU vest. The version below is made by Mil-force but various other makers have their own versions.

There becoming fairly common in Canada and $80 is about right for the price (although Army Issue surplus does sell them for $70, although I don't know who makes their version. I heard Parklands but I'm not too sure).
