3 seconds sounds like it's not enough time to get a full fill. You should be holding the gas there till it starts to spurt out. If you don't put enough gas in, the pressure will be too low to cycle through an entire magazine. If the pressure is too low, the slide may not be pushed too far back to release the hammer from the valve - and that's where you're experiencing all the gas blowing out.

As for the mag venting gas as you fill it, mags have a tendancy to get loose over time and begin to vent gas. Listen to where it's venting from - if it's not coming from either the fill or release valve, it's most likely coming from the seal areas. You can usually fix this problem by just tightening the screw that holds the mag/seals together.
This problem is more prevalent when you use duster due to the frequent minor expansion/contraction of all the parts in the magazine from the cold duster. Duster gets colder faster than propane will.
