Hey,
Slick, the latex paint wont stick well to hard plastic because it is a water based paint. An acrylic enamel (also water based, but more of a plastic then a pigment based paint) will work, the same paints used in modeling. Also look at artists quality oils. One little tube goes a long way. Both acrylic or oils need a base primer, scruff up the surface well. Or plastic spray paint if you dont need detail. Just spray it on and forget about it.
Using sponge brushes prevents brush streaks too.
