In this case, I'm not surprised that the caliber in question is still accurate by battlefield standards at 800m and can kill you (if it hits) at over 2000m. It has enough mass.
We're not talking minute of angle here, but it will do the job.
Effective range is the maximum where you would normally expect to use the caliber and hit your target. Maximum range is like I said; aim at 45 degrees and let it rip. Spray and pray.
From a long enough barrel, that caliber can do those numbers. From a regular AK barrel lenght, no.
