It's so rare because the Japanese police found that organized crime rings were buying them because they could be retrofitted to fire real bullets. There are a few in the hands of collectors outside of Japan, but in Japan the police confiscated and destroyed any they could find.

Also, Asahi made a special finned projectile (sort of like a blunted lawn dart) for these that was apparently much more aerodynamically stable.
