That is one thing I noticed - I'm not a small guy by any means, pretty average, 40 chest 33 waist, 5'11" tall. This rig can be HUGE if you want it to be - I have the waist adjustment strap at the back cinched almost all the way in.. So definitely able to adjust to wear over body armour.
There is not way you could wear this rig if you were under 5'6", or had a slight frame.
But then again, it was built specifically for the US Rangers orginally, so I suppose it makes sense it wouldn't be available in elfin size.
