My local field in Ottawa sets their limits to 400fps for AEGs and 450 for bolt action because the legal documents the owner and his lawyer set out. It prevents the field owner from being sued because you injured another player with your hot gun. If you cause an injury and the injured player really wants to file a lawsuit, they can only go after you.
Basically for insurance purposes to save the owner's ass and make the players responsible for their own actions.
