I have the TM Aug A2 (Civie) version and have loved it. The rail allows you to mount whatever optics you like.

No they are not compatible. If you look closely they both replace the front gasblock area of the upper receiver so you either use 1 or the other.

Concentrate the soundproofing on the body/lower receiver. Most of the noise on the Aug is from the gear box and if you're able to muffle that it'll help greatly. Also, get an extra ejection port cover so both of them are closed off as I found that a lot of noise escapes through there.
