Not sure what paint THE CAT used, but you can use the Krylon Camouflage paint ultra-flat black which adders pretty good to most plastics with no need for sanding or priming.

If you properly clean the surface and wait for the paint to dry, I'd say wait about 1 week, I find it pretty scratch resistant, though I do usually use a gray color primer, so if you do eventually scratch the paint it will show a nice metal looking gray color and not a transparent plastic
