Fake bullets does not = seizure.
Fake bullets will make it very likely the CBSA officer will open the package to see WTF it is, and very likely call you to explain the item.
If you have a CBSA officer that is having a bad day, they may seize it, but disputing the seizure will ultimately lead to the item being released - albeit 3 months (or more) later.
