The LED should blink once when you have the battery connected and select a fire mode.
If it's blinking about once/second or so, than it's a a problem.
Like I said, when I tested it, I ran it with the M130 and 9.6v, which is the toughest load for the PTW.
Do the batteries hold a charge? The 9.6v when properly charged will sit no-load at about 10.5-11V, the stay steady at 9.6V while under load.
If the battery has been stored depleted for long periods, it may take several charge/discharge cycles before they return to normal. If the battery was left connected in the gun, it may have been totally drained, and recovery may not be possible.
