You know, now that I actually think about it, your point is very interesting. This kind of general context allows for many variations while giving some sort of legitimacy to the immense array of different gear/weapons one see on a field today.

Having two teams slugging it out for the appropriation of fuel, food or any other useful item for long term survival in a chaotic environment would make simple, yet focused and easy to understand missions. And then it would allow for an interesting continuous story from one game to another.
